No, driving lights are supplementary and must be used alongside your vehicle’s existing lights.

Both have advantages and disadvantages depending how you intend to use them and the terrain you are going to drive on.

For instance, if you are travelling long distances on open roads you would generally select a spot beam for the benefit of distance. But if you were to be travelling in bushland or areas where there is considerable trees and scrub on the edges of the road you would generally select a spread beam type.
